Add new Readme file

+Admin Windows Functionality:

+If the admin side is also going to be created as a web browser, then it needs to have the ability to have multiple windows open. 
+Those open windows should be organized under a menu system so that the user can track what windows are open.
+ 
+Please be able to demonstrate the ability to display and organize multiple windows in a web browser and organize those windows in a menu system.
